For years, millions of Americans have asked a simple question: are illegal aliens voting in American elections? The political class called it a conspiracy theory. The media called it debunked.
Then President Donald Trump stood in the East Room of the White House and declassified documents showing the answer is a lot more complicated than the press corps ever wanted to admit.
And now Homeland Security Secretary Markwayne Mullin has put every state in the country on notice — cooperate with the investigation, or DHS will go through the public records anyway.
What Mullin Said and What It Means for the Midterms
Homeland Security Secretary Markwayne Mullin announced his department will conduct an investigation before and after the midterms into election records in search of illegal aliens.
Mullin detailed the plan a day after President Donald Trump said previously classified documents show major election vulnerabilities, and that a DHS investigation showed north of 250,000 noncitizens are registered to vote in federal elections.
Trump, in a primetime address, announced he has declassified a slew of documents he claims reveal vulnerabilities in America’s elections systems, election fraud, and interference by China, and ordered the Department of Justice to prosecute those believed to be involved.
“Our purpose in disclosing this information is not to weaken confidence in elections but to earn that confidence by confronting vulnerabilities and correcting them very, very quickly,” the president said.
Mullin followed that up with specifics. Real specifics.
“Before and after the election, we will scrub all election records looking for illegal aliens and those who are ineligible to vote, including those that somehow voted yet they were deceased,” he said.
“Real ID does not prove citizenship and does not give you the right to vote. You must be a U.S. citizen, and you must be eligible to vote,” Mullin added.
And for anyone thinking this is just talk, Mullin made the consequences crystal clear.
“If you’re illegal and attempted to vote, or you tried to vote illegally for someone else, we will find you, and we will charge you,” he said. “Illegal voter registration and illegal voting both carry penalties up to five years in prison, and up to $250,000 in fines.”
The Numbers DHS Found in Just Four Uncooperative States
The scale of what DHS found should stop people cold.
DHS identified over 250,000 potential noncitizens illegally registered to vote in just four US states. Through preliminary reviews of those states’ records, DHS found that there may be as many as 190,832 noncitizens registered to vote in California and 35,152 in New Jersey.
Those four states — California, New Jersey, Nevada, and Pennsylvania — share one thing in common beyond the staggering numbers.
“Those states that don’t participate with us, they have public records of those that voted, which is where we found the 250,000 from the four states that don’t participate with us; we will go through those records one by one, and we will pursue everybody,” Mullin said.
They refused to cooperate with DHS’s SAVE program. So DHS used publicly available data instead. And what they found is exactly what the political establishment spent years insisting didn’t exist.
Mullin noted that the DHS security team and the Cybersecurity and Infrastructure Security Agency are releasing an “updated election infrastructure plan” within 30 days. “From us, if states participate in the SAVE program, we’ll provide the resources and training to support state election integrity,” Mullin said.
But states that refuse to play ball won’t get to hide behind that refusal.
Mullin threatened to strip states of federal election-related aid, and to possibly seek criminal penalties against election officials, if they don’t comply with the administration’s voting roll probe ahead of the midterms. Mullin told reporters that if states want to continue to receive federal reimbursement “to run federal elections,” they must now cooperate with DHS’s efforts to “scrub” their voter rolls and update the security of their election systems.
“We’re not trying to change the outcome; we’re trying to make sure that American people can trust our voting system,” Mullin said.
Why Democrats Keep Blocking the Obvious Fix
The SAVE America Act is the legislative answer to exactly this problem. The Safeguard American Voter Eligibility Act would fundamentally change how Americans register to vote — by requiring proof of citizenship before anyone gets added to a voter roll. That’s it. Show you’re an American before you vote in American elections.
But the Senate Democrats blocked it. Repeatedly.
The Senate officially failed the SAVE Act as an amendment to the DHS funding bill upon its passage in the Senate in June 2026, with four Republicans joining Democrats to block its inclusion.
Trump has been prodding Congress to approve legislation dubbed the SAVE America Act, which would require proof of US citizenship to register to vote and a photo ID to cast a ballot in federal elections. Democrats have opposed the measure, saying that it would suppress minority votes and insisting that voting fraud is extraordinarily rare.
That talking point is wearing thin. The same party that spent four years telling Americans that noncitizen voting was a myth now faces a DHS report with six-figure numbers attached to it. They can’t have it both ways.
The Democrat strategy here isn’t complicated to decode. Every illegal alien who ends up on a voter roll and casts a ballot is a potential vote for the party that has spent years fighting to keep illegal aliens in the country, blocking deportations, and killing enforcement measures at every turn. Blocking the SAVE Act isn’t about protecting voters — it’s about protecting a pipeline to the ballot box that benefits the Left. If Democrats genuinely believed their own rhetoric about noncitizen voting being rare, they’d have nothing to lose by passing the bill. Their refusal tells the whole story.
Trump refused to sign a bipartisan housing bill until the SAVE America Act was passed, calling the need for it a national emergency. That’s how seriously the administration takes this. And they’re right to.
The questions millions of Americans raised after the 2020 election — about last-minute rule changes made under the cover of COVID, about private money flooding local election offices, about states that mailed ballots to everyone on rolls that hadn’t been scrubbed in years — those questions were never really answered. They were just labeled and dismissed. What Mullin laid out this week is the federal government finally doing what should have been done a long time ago.
Secretary Mullin called on the secretaries of state to respond within two weeks and confirm their intentions to collaborate with DHS in order to ensure free, fair, and honest elections.
Two weeks. That’s the window. States that refuse to cooperate will find DHS combing through whatever public records are available, and anyone who illegally registered or illegally voted faces federal prosecution. Mullin wasn’t bluffing. The investigation runs before the midterms and after them.
The left-wing media will spend the coming weeks calling this a power grab. They’ll trot out the usual cast of election lawyers and Democrat-aligned academics to say the numbers are overstated and the database is flawed. But ask yourself this: if there’s truly nothing to find, why are California, New Jersey, Nevada, and Pennsylvania fighting so hard to keep DHS out of their voter rolls?
Americans deserve elections decided by Americans. That used to be something everyone agreed on.
