They told you voter registration drives are nonpartisan civic outreach.
A new 64-page investigation just blew that story apart.
And the numbers behind this left-wing vote machine are going to make your blood boil.
The Machine Nobody Was Supposed to See
Conservative watchdog Capital Research Center released a report titled The “Charities” Influencing Elections: 2024 and Beyond, obtained exclusively by Breitbart News ahead of its release, and what it documents is one of the most sophisticated election-influence operations in American history.
Researchers examined IRS Form 990 financial records for 83 of the leading 501(c)(3) voter-registration and get-out-the-vote organizations and found they collectively spent approximately $638.7 million during the 2024 election cycle.
That is a 30 percent increase over 2020 in nominal terms, or roughly 10 percent after inflation.
And here is the part that should make every American furious: over roughly the same period, inflation-adjusted spending through conventional political action committees fell by approximately 20 percent.
The money did not disappear. It moved. Left-wing donors deliberately shifted hundreds of millions of dollars out of the regulated campaign-finance system and into the charitable sector, where donor names stay hidden and tax deductions sweeten the deal for billionaires writing the checks.
CRC President Scott Walter put it plainly in a statement provided to Breitbart News: “Americans deserve to know whether tax-deductible charitable contributions are being illicitly used to subsidize partisan political operations.”
He continued: “This report follows the money and reveals a coordinated infrastructure working to influence who votes, how districts are drawn, how we elect our President, and ultimately who controls the government.”
And then came the call that Washington has so far mostly ignored: “Congress, the IRS, and state authorities need to examine these findings and hold ‘charities’ accountable.”
Where the Blueprint Came From
The report traces the roots of what CRC calls the modern “tax-exempt vote machine” to a 2015 plan revealed in leaked emails belonging to longtime Democratic operative John Podesta, who would go on to chair Hillary Clinton’s 2016 presidential campaign.
One of those leaked emails was sent to Podesta by the president of Swiss billionaire Hansjorg Wyss’s private foundation. It laid out a detailed $100 million plan using 501(c)(3) foundations and charities to register millions of voters in battleground states.
Edits in the original document showed passages about “beating Republicans” and “reshaping the electorate” had been quietly removed before the plan was circulated more widely.
Wyss did not stop there. He has since emerged as a major financier of left-wing causes, funneling hundreds of millions of dollars to organizations including the Sixteen Thirty Fund and New Venture Fund, nonprofits formerly managed by Arabella Advisors. The Arabella network became one of the left’s largest dark-money operations, serving as an umbrella for organizations and projects bankrolled by wealthy liberal donors.
By 2020, a leaked memo from the Democratic-aligned super PAC Mind the Gap described charitable voter registration as “4 to 10 times more cost effective than the next best alternative” at “netting additional Democratic votes.”
So this was not an accident. It was a calculated, documented strategy to exploit the charitable sector as a partisan weapon while hiding behind the word “nonpartisan.”
Ahead of the 2024 election, eBay founder and liberal billionaire Pierre Omidyar’s Democracy Fund launched the “All by April” initiative, urging donors to move election-related grants to 501(c)(3) organizations early enough to maximize their impact before November. According to CRC, 174 donors signed the pledge, with the initiative estimating that it mobilized $155 million, including $79 million in new election-related 501(c)(3) grants.
Fraud Charges, Fake Forms, and a $300,000 Fine
One of the largest organizations in the network was the Everybody Votes Campaign, an umbrella operation encompassing the Voter Registration Project, Voter Registration Project Education Fund, and Register America. The operation raised more than $75 million in 2024, up from approximately $50 million in 2020.
Among the recipients of that money was Field+Media Corps, which received $4.6 million from the Voter Registration Project for “voter registration support” in 2024.
Seven employees of that firm were later charged by Pennsylvania Attorney General Dave Sunday with offenses including forgery and tampering with public records after thousands of allegedly fraudulent voter-registration forms were submitted in several battleground districts.
But it did not stop there. Another grantee in the network, Stacey Abrams’s New Georgia Project, paid a $300,000 penalty for campaign finance violations before dissolving. The Georgia Ethics Commission found it had illegally campaigned for Abrams during the 2018 elections, failing to disclose more than $4 million in contributions and more than $3 million in expenditures.
The CRC report also singles out the left-wing Voter Participation Center, which has long targeted what it calls “underrepresented” constituencies for registration efforts. During the 2024 election cycle, VPC came under scrutiny after it was found to have filtered digital voter-registration advertisements to exclude users with interests including NASCAR, Duck Dynasty, and golf, audiences critics argued were more likely to contain Republican-leaning voters.
The episode prompted Representative Claudia Tenney (R-NY) to call for an IRS investigation into whether the organization was complying with its tax-exempt status.
Rigging the Map and Abolishing the Electoral College
Voter registration is just one piece of what CRC documents. The same philanthropic infrastructure reaches into redistricting, Census manipulation, and structural changes to how American elections are decided at the presidential level.
The report examines $118 million in philanthropic spending surrounding the 2020 Census, up from $38 million in 2010, through an effort organized by the Funders Committee for Civic Participation and its Funders Census Initiative, formed with support from the Ford Foundation and other major left-wing donors. The Census Bureau’s post-enumeration survey subsequently found six states had been undercounted and eight overcounted. CRC cites an analysis concluding that the errors were large enough that two congressional seats apportioned to Democratic-leaning Minnesota and Rhode Island would otherwise have gone to Florida.
Then there is Virginia. The report follows more than $66 million behind an April 2026 redistricting ballot measure that could have transformed the state’s congressional delegation from a narrow 6-5 Democratic advantage to as much as a 10-1 Democratic advantage. Supporters of the new map were “significantly better resourced,” according to CRC, which traces millions of dollars to committees affiliated with left-wing billionaire George Soros, the Service Employees International Union, and organizations associated with the former Arabella Advisors network.
Virginia voters approved the measure. But the state Supreme Court invalidated the new map two weeks later over procedural violations.
And there is the National Popular Vote Compact, the scheme designed to effectively abolish the Electoral College without a constitutional amendment. That compact is now just 48 electoral votes short of taking effect, according to the report. The same philanthropic networks documented throughout the CRC investigation have poured money into advancing it.
CRC also scrutinizes the push for ranked-choice voting, noting that voters rejected ballot measures involving the system in at least five states in 2024, while 19 states have enacted prohibitions against its use. The left keeps pushing it anyway.
Several federally funded nonprofits, some of which received tens of millions in federal tax dollars, ran voter-mobilization operations alongside their government-funded work. Meaning American taxpayers helped bankroll a machine aimed at permanently tilting the electoral map in one direction.
What This Actually Means
Taken together, what CRC has documented is not a collection of isolated charitable programs. It is a coordinated, decade-long strategy to move left-wing political money into a sector with less disclosure, tax advantages unavailable to conventional political organizations, and a “nonpartisan” label that the mainstream media rarely questions.
The plan goes back at least to that 2015 Podesta email, where the goal was spelled out before someone thought to delete the most damning language. The fact that “beating Republicans” and “reshaping the electorate” had to be scrubbed from a document before it could circulate tells you everything about what the authors knew they were actually doing.
And the criminal charges against Field+Media Corps employees in Pennsylvania are not some footnote. Seven people face forgery and public-records charges for allegedly submitting thousands of fraudulent voter-registration forms in battleground districts. That money flowed from the Voter Registration Project, which flowed from the broader Everybody Votes Campaign, which flowed from the network of left-wing billionaires who designed this whole structure to stay out of public view.
The SAVE Act, which would require proof of citizenship to register to vote, is a commonsense protection against exactly this kind of abuse. The same groups documented in this report have fought it at every turn. That tells you what they are worried about.
Congress has the authority to act. The IRS has the authority to investigate. State attorneys general have already started in some places. The question Walter raised is the right one: whether Washington has the will to look at what is sitting right in front of it.
Because if $638.7 million flowing through a network of tax-exempt “charities” with documented ties to fraud, foreign billionaires, and partisan manipulation does not constitute a reason to act, it is hard to imagine what would.
